# How a pool gets built in the US, step by step

Updated 2026-10-11. Rules vary by city, county and HOA. This guide explains how the process usually runs and shows examples from named places, on the date each page shows. It is not legal advice. Call your local building department before you plan or sign.

Every city and county page we read for this guide requires a building permit for an inground pool; check with yours. Your licensed builder usually pulls it, then plans are reviewed, inspections happen as the pool goes in, and a final sign-off comes before you swim. Rules vary by city, county and HOA, so call your building department.

## From first call to first swim

Ten steps, in order. This is the path for a concrete pool; fiberglass and vinyl liner pools have different structural steps, so ask your builder what yours are.

### 1. Set the scope and a budget range

**You:** Decide the type of pool, a rough size and what goes around it, such as a deck, a fence, lights and a heater. Ask every builder what the quote includes: excavation, plumbing, electrical and bonding, permits and inspections, and startup.

**Your builder:** Gives you an itemized quote you can compare line by line against the others.

### 2. Get HOA approval in writing

**You:** If your neighborhood has an HOA, ask for its pool rules and its application before you sign anything. A city permit is a separate approval from the HOA's.

**Your builder:** Ask for the drawings the HOA wants, and for a start date that allows for its review.

Waukee, Iowa, says restrictive covenants are the property owner's responsibility and tells owners to check with the HOA before installing. Miami Gardens, Florida, lists a Homeowner Association Affidavit among its permit documents.

Blue Haven Pools notes that architectural committees often meet only once a month, so HOA review can add weeks to the start.

### 3. Know your lot: survey, setbacks, easements and septic

**You:** Find your property survey or plat. Mark where a pool could go, and check the setbacks (the distance to each property line), any easements and, if you have one, the septic system.

**Your builder:** Draws the site plan the permit office asks for, to scale, with the pool, the equipment and the fence on it.

Setbacks are local numbers, so these are examples only. Orlando's checklist gives 5 feet from a side or rear line and 15 feet on the street side of a corner lot, and asks for a signed and sealed survey with the application. Phoenix asks for a pool property survey or a survey waiver.

Raleigh does not allow a pool, deck, equipment or fence in a public sewer easement or a public or private drainage easement without Raleigh Water approval, and does not allow a pool or deck over a septic or wastewater system or its repair area. Wake County says a pool must not affect the septic system, its repair area or its setbacks.

### 4. Hire a licensed builder and sign the contract

**You:** Check the license (see [how to check a license](https://rendersplash.com/pool-planning#license)), compare itemized quotes, and make the contract say who pulls the permit and who pays for it. **Your builder:** Signs the contract and, in most places, applies for the permit.

California's contractor board, in a booklet printed in 2009, writes that the contractor will usually obtain the building permits, and that the arrangement should be written into the contract or you could be held legally responsible. Cobb County, Georgia, requires the application to be notarized and has both the owner and the contractor sign it.

### 5. Plans, the permit application and review

**You:** Sign what is yours to sign. Depending on the place, that can be an owner affidavit, an HOA affidavit and, in Florida, a pool safety act form.

**Your builder:** Prepares the plans, which are often engineered, and submits the application. Electrical, plumbing and gas work may need their own permits.

What gets submitted varies, as the [table below](https://rendersplash.com/pool-planning#permits) shows. Tampa asks for signed and sealed structural plans. Orlando generates an engineering permit during review, and the owner does not apply for it.

Most cities publish a fee estimator, not a flat price, so there is no one national fee. Review time: Cobb County's page says to allow 10 to 14 days, and one builder's article puts permits anywhere from a few days to several months, depending on the town.

### 6. Call 811 before anyone digs

**You:** Ask who is making the call and put the answer in the contract. 811 says to contact it a few business days before you begin any digging, and utilities need a few days to mark their lines, so it can set your start date.

**Your builder:** Should confirm the lines are marked before the excavator arrives.

811 is the free national before-you-dig service. It says anyone who plans to dig should contact it, with one path for homeowners digging on their own land and another for hired professionals. Ask your builder whether they place the request, and put the answer in the contract. 811 says to contact it a few business days before you begin any digging. Waukee's flyer recommends at least one week before the project. Some cities add a separate utility review: Grand Prairie has the power company review the site plan.

### 7. Layout, digging, steel and plumbing

**You:** Expect inspectors on site. Ask your builder for your building department's inspection list, so you know what comes next and what cannot be covered up until it passes.

**Your builder:** Marks the layout, digs, sets the steel and the plumbing, and requests each inspection. Work cannot go past an inspection point until it is approved.

Grand Prairie says the permit holder requests inspections through its portal and that work cannot proceed past an inspection point until that inspection is approved. Orlando's list includes a piping pressure test at 35 psi, listed with its deck inspection.

Where the pool is a concrete shell, the steel and the bonding wire are inspected before the concrete is sprayed. Fiberglass and vinyl liner pools have different structural steps, so ask your department which inspections apply to them. The permit, the barrier and the final still come up in the places read here.

### 8. The shell, the deck, the equipment and the barrier

**You:** Pick finishes and equipment before the crew needs them. Make sure a temporary fence is up while the hole is open.

**Your builder:** Builds the shell (shotcrete or gunite for a concrete pool), then the deck, the equipment, the electrical and the permanent barrier.

Los Angeles County requires a 6 foot temporary barrier when the excavation is within 5 feet of the street, and elsewhere where the Building Official requires it, kept until the permanent enclosure is approved. It also puts a special inspection note on shotcrete or gunite plans. Frisco, Texas, asks for a temporary fence, where one is needed, until its pre-plaster inspection.

Columbia, South Carolina, inspects the pool bonding before the gunite or the backfill, and the perimeter bonding before the deck concrete is poured.

### 9. The interior finish and filling

**You:** Do not start filling until you are told the barrier passed. In the places listed here, that inspection comes before the water.

**Your builder:** Applies the plaster, pebble or tile, and schedules the barrier inspection before filling.

Columbia inspects the fence or barrier before the pool is filled with water. Los Angeles County says the enclosure must be inspected and approved before plastering or filling. Orlando lists a pool safety inspection before filling. Your city's order may differ, so ask for yours.

### 10. Final inspection, sign-off and startup

**You:** Get the final approval or certificate in writing before you swim. Ask your builder for a startup walkthrough in the contract: how to run the equipment and balance the water.

**Your builder:** Requests the final inspection and fixes anything it flags.

Columbia's final covers the pool construction, the equipment, the bonding and the safety features. Waukee issues a certificate of occupancy after the final is approved, and says to schedule and complete inspections before using the pool. Wake County says a final as-built site plan may be needed before a certificate of occupancy.

In Florida, a new pool must have at least one chapter 515 safety feature to pass its final inspection (s. 515.27). In California, the building official inspects the pool's safety features before final approval. See [fence and safety rules](https://rendersplash.com/pool-planning#safety).

These are permit pages read for this guide, shown as examples of how different places ask for it. Each row is that place's own page, with the date the page prints or, where it prints none, the day we checked it. None of it is the rule where you live, so find your own building department and ask.

Smaller pools have a depth line. Waukee, Raleigh and Wake County use more than 24 inches of water as the line, and an inground pool is well past it. Ask your department for its number.

Most cities publish a fee estimator, not a flat price, so no national fee is printed here. One builder's article puts permit time at from a few days to several months, depending on the town.

Can you be your own contractor? Some places allow it with paperwork. Raleigh asks for an owner exemption affidavit, and Wake County for a notarized owner contractor affidavit on larger projects. California's contractor board, in a booklet printed in 2009, says owner builders who do not hire licensed contractors become employers responsible for workers' tax withholding and workers' compensation, and must see that all work passes inspection. Check cslb.ca.gov for current rules.

## The inspections, in the order they usually come

1. **Layout and setbacks.** Columbia lists a site or location inspection first. Tampa starts with a pre-construction inspection. Orlando starts with an engineering pre-walk.
2. **Steel and bonding, before concrete.** Tampa: pool steel, drain and bond. Orlando: pool steel. Columbia: structural pre-concrete and pool bonding, before gunite or backfill.
3. **Plumbing pressure test.** Tampa: pressure test or perimeter piping. Orlando: a piping pressure test at 35 psi, listed with the deck inspection.
4. **Deck and perimeter bonding.** Orlando lists pool deck and bonding. Columbia inspects the perimeter bonding before the deck concrete is poured. Tampa lists a pool bonding inspection.
5. **Barrier, before filling.** Tampa: pool barrier and alarm. Columbia and Los Angeles County: the barrier is approved before the pool is filled with water.
6. **Final.** Equipment, bonding and safety features are checked. Some places then issue a certificate of occupancy before use, as Waukee does.

Your city's list and order will differ. Tampa's page lists ten inspection types and says more may be required, while Columbia's list has six. Ask your department for its list, and ask your builder who schedules each one.

## Barrier and safety rules for a home pool

Most local rules start from a model code. One edition of the International Swimming Pool and Spa Code, as an Alabama city's bulletin reproduces it, asks for these basics at the barrier:

- A barrier at least 48 inches high on the side facing away from the pool.
- No more than 2 inches of gap under it over soft ground, or 4 inches over a solid surface.
- No more than 1 3/4 inches between vertical bars when the horizontal rails are under 45 inches apart, and 4 inches when they are farther apart.
- Gates that open away from the pool, close by themselves and latch by themselves.
- On doors from the house into the pool area, an exit alarm or a self-closing, self-latching device with the release no lower than 54 inches.

48 inches is the model code's minimum. Your city adopts its own edition and may ask for more: Los Angeles County asks existing fencing used as the enclosure to be at least 60 inches high, and Frisco, Texas, sets a maximum height and bans chain link as a barrier by its own amendments. ### California: two of seven

When a permit is issued for a new pool or spa, or a remodel of one, at a single family home, the pool must have at least two of seven drowning prevention features: an enclosure that separates the pool from the home, removable mesh fencing, an approved safety cover, exit alarms on the doors and windows, self-closing and self-latching doors, a pool alarm, or another protection an approved lab verifies. The building official inspects them before final approval. Los Angeles County's list asks new or remodeled pools to have either two circulation suction outlets at least 3 feet apart or a design that uses alternatives such as skimmers or perimeter overflow, with anti-entrapment covers on suction outlets. ### Florida: at least one of five

Under chapter 515, a new pool must meet at least one of five options to pass its final inspection: a barrier enclosure, an approved safety cover, exit alarms on doors and windows, self-closing and self-latching doors, or a pool alarm. A pool contractor, home builder or developer must give the buyer a document with the chapter's requirements and the Department of Health's drowning prevention publication (s. 515.33). Miami Gardens lists a "Residential Swimming Pool, Spa or Hot Tub Safety Act" form among its permit documents; its checklist does not name a statute. ### Drain covers: the federal law

The federal Virginia Graeme Baker Act requires pool and spa drain covers to meet a published performance standard. The Consumer Product Safety Commission's page says covers must meet ASME/ANSI A112.19.8 or its successor, ANSI/APSP/ICC-16, and that public pools and spas must have anti-entrapment covers. Ask your builder and your building department what applies to a home pool. ## How to check a pool builder's license

Licensing differs by state. Some states, such as California, Florida and Arizona, have a state board that licenses pool builders. For a state not listed here, search for your state's contractor licensing board and ask your building department what it requires.

1. Find your state's license lookup, and search the builder by the name on your contract.
2. Confirm the name and the address match the contract, and that the status is active.
3. Confirm the class covers pools, and is not only for home repair.
4. Read the complaint or discipline record, if the lookup shows one.

### California

Jobs above the small job limit on the board's page need a licensed contractor in the right classification, and pool work needs the swimming pool specialty classification, held by the builder or by a pool contractor they hire. The board's separate license check page searches by license number, business name or person, and shows complaint disclosure. ### Florida

The state lists license types for commercial pool and spa, residential pool and spa, and pool servicing contractors. Use Verify a Licensee in its online services, and compare the type with what your contract covers. ### Arizona

The rule text lists the B-5 general swimming pool contractor classification, B-6 (the same scope as B-5, with solar heating added) and R-6, swimming pool service and repair, which covers servicing and minor repair of residential pools and accessories. ### Georgia

Cobb County, for unincorporated areas, says pool builders must hold a Georgia general contractor license or a recognized pool builder certification, from January 1, 2026. [Cobb County pool permits](https://www.cobbcounty.gov/community-development/building-development/pool-spa-inspections)

## How long a pool takes

For a typical concrete pool, published guides put the first dig to the first swim at about 3 to 6 months. Permit and design time come before this and vary by town. No page read for this guide gives a duration for each step, so this page gives the order and the total, not a week count per step.

- First dig to first swim: about 3 to 6 months

Blue Haven Pools lists eight things that stretch a gunite build past the typical range:

- HOA approval
- Builder availability where you live (some markets book far ahead)
- Permits
- Variances
- Weather
- Natural disasters and demand surges
- Ground conditions, such as rock, groundwater and old utility lines

### Tell your insurance agent before you build

The Texas Department of Insurance says many homeowners policies give minimal or no liability coverage for swimming pools, and that some insurers and city ordinances call for a fence and a locking gate. An insurer may not cover diving boards and slides. The Insurance Information Institute also advises reviewing your coverage if you plan to install a pool. ### Ask your county assessor about property tax

Treatment differs by state and county. In California, the State Board of Equalization lists adding a swimming pool as new construction, which the board says causes a reassessment of the newly constructed portion. This is California only. ## Your next call: six questions for your building department

Look up your city or county building department, and ask these. Write the answers down, then bring them to your builder.

1. Does an inground pool need a building permit here, and who is allowed to pull it?
2. What plans, survey and affidavits do you need, and do they have to be engineered?
3. What is the full inspection list, and in what order?
4. What are the fence, gate and safety feature rules for a home pool?
5. Does the HOA or a deed restriction apply, and do you need proof before you apply?
6. What are the fees and the review time right now?

## Questions people ask

**Do I need a permit to build an inground pool?** Every city and county permit page we read for this guide requires a building permit for an inground pool (check with yours), and many ask for separate electrical and plumbing permits. Smaller pools often have a depth line, such as more than 24 inches of water in Waukee, Raleigh and Wake County. Your own building department has the final word.

**Who pulls the pool permit, the builder or me?** Usually your licensed builder. California's contractor board, in a booklet printed in 2009, says the contractor will usually obtain the building permits and that the arrangement should be written into your contract. **How long does a pool permit take?** It depends on the town. Cobb County, Georgia, says to allow 10 to 14 days, and one builder's article says permits run from a few days to several months. Ask your building department for its current review time. Permit time is separate from the build itself.

**How long does it take to build a pool?** For a typical concrete pool, published guides put the first dig to the first swim at about 3 to 6 months. Permit and design time come before that. **What inspections will my pool get?** The common order is layout, steel and bonding before concrete, a plumbing pressure test, deck bonding, the barrier before filling, then a final. Each city's list and order differ: Tampa lists ten inspection types and Columbia, South Carolina, lists six. See [inspections](https://rendersplash.com/pool-planning#inspections).

**Can I fill the pool before the inspections pass?** In the places read for this guide, the barrier is inspected before filling. Columbia and Los Angeles County say so directly, and Orlando lists a pool safety inspection before filling. Ask your department, and wait for your builder to confirm.

**What are the fence rules for a home pool?** They are local. The model code, as one city reproduces it, asks for a barrier at least 48 inches high with a self-closing, self-latching gate, and your city may ask for more. **Can I build a pool myself or be my own contractor?** Some places allow it with paperwork, such as an owner exemption affidavit in Raleigh. California's contractor board, in a booklet printed in 2009, says owner builders who do not hire licensed contractors become employers for workers' tax withholding and workers' compensation, and must see that all work passes inspection. Check your department's rules first.

**Do I need HOA approval for a pool?** If you have an HOA, check its rules before you sign. Waukee's flyer says restrictive covenants are the owner's responsibility. A city permit is a separate approval from the HOA's, so get both. Committees often meet monthly, so allow time.

**Do I have to call 811 before the dig?** 811 says anyone who plans to dig should contact it a few business days before digging begins. Who calls is for you and your builder to settle, so put it in the contract.

**How do I check a pool contractor's license?** Use your state's contractor licensing lookup, confirm the name and the status are active and the class covers pools, and read the complaint record. **Will a pool raise my taxes or insurance?** It can. In California, the State Board of Equalization says new construction such as a pool is reassessed, and elsewhere you should ask your county assessor.
