What changes the bill in Texas
Soil is the Texas line item. PriceAPool says expansive clay in the Dallas to Fort Worth, Austin and San Antonio areas calls for deeper footings and reinforced shells, that Houston has clay and a high water table so dewatering is common, that Hill Country sites often need rock breaking, and that East Texas sandy soil is easier to dig. It gives no dollar figure for clay. Separately, it says rocky or high-water-table conditions can add $10,000 to $25,000 to any build, a generic line it prints on every state page.
The same page prints permit fees of $800 to $1,600 and $1,100 to $1,980 in different sections and says inspections are usually required at excavation, at the steel or shell, and at the end. Who sets pool barrier rules in Texas
Chapter 757 of the Texas Health and Safety Code covers pool yard enclosures, but section 757.002 limits it to pools owned or run by a multiunit rental complex or a property owners association, and to doors and windows of rental dwellings that open onto such a pool yard. By that wording a pool at a single family home falls outside it.
For those covered pools, section 757.003 sets an enclosure at least 48 inches tall, bans chain link on enclosures built after January 1, 1994, and limits openings. PriceAPool says Texas has no statewide residential pool code, so cities and counties set the rules, and that barrier requirements generally follow a 48 inch fence. PriceAPool's word is all we have on that figure, and it is a summary from a pool-cost site, so ask your building department for the rule that applies to your lot.

Does Texas license pool builders? We found no state program
We found none at the state level. The Texas Department of Licensing and Regulation lists the industries it regulates, such as air conditioning contractors, electricians and water well drillers, and we found no swimming pool contractor program on that list when we read it on October 11, 2026. A site menu is not a statement that no license exists, so treat this as what we could find, not a legal ruling.
That puts the work on you. Ask any builder for references, proof of insurance and a written contract, ask who does the electrical work, since electricians are on the state's regulated list, and check whether your city requires a registration or permit.
